Can I file a mechanic lien in California without having filed a preliminary notice?

We were hired to complete $142,000 in service work but the service department never issued a prelien since it was time and material.

There are certain circumstances where a Preliminary Notice is not required, but you need to provide a lot more information for someone to know whether that is the case or not. What kind of project is it? Public works? Private project? Who are you in contract with? What kind of services are you providing? Is there a payment bond for the project? I suggest that you discuss your situation with a lawyer familiar with construction issues to determine the best course of action.
