license? A subcontractor n did a started a job n April finished n June and the company has been sending me emails saying they r gna send me the check for outstanding invoices for the job and still haven't received payment!

Did you deliver a notice to the owner (if there was a payment bond - a notice to contractor)? If not then you have no lien rights against the property or the bond if there was one in place. You still have the right to be paid, so I suggest that you consult with a lawyer in your home town about filing suit. As a tactical matter you could write to the party you contracted with and tell them that is what you are going to do if you are not paid immediately. That might prompt them to pay you.
