Can I file a Lien? Or where do I start?

Performed repipe, inspection passed and drywall done. While doing repipe the last pipe had residual water and came into floor which we are actively repairing through a licensed flooring company. Issue is, customer hasn’t paid the repipe and I have 13 days left to file.

In the abscense of any other information, yes you should file a construction lien. Don't wait because if you do not timely file it you can never file it. You must send the owner a copy of the filed or "to be filed" lien by certified mail - return receipt within 15 days of filing the lien. If your contract is directly with the owner you must serve a contractor's final payment affidavit (statutory form) not less than 5 days before filing suit to foreclose the lien.
