Can I file a lien on a home that I have a signed contract to purchase, to cover expenses.

I have a signed NJ real estate contract to purchase a property. After the contract was signed with the current owners permission I obtained an inspection of the property, contacted builders to inquire about raising or razing the property, along with the city about permits and requirements. He now has accused me wrongly of changing the contract and said he is terminating the contract. I no longer want to do business with this person, but can I recover the cost of the inspection and time spent?
