I am a subcontractor / consultant without any license, I worked on a project for a California Company, the project has sold, can I still file a Lien against the Ca Company knowing the property has been sold to a new buyer ?

If the property is located in Arizona, you must be a licensed contractor to lien the property. It may also make a difference as to whether you are a consultant or a subcontractor. A consultant usually does not deliver labor or materials to the jobsite, so there may be an issue there with a potential lien.
