Can I file a lien for design plans?

I am a builder and a residential home designer. After finishing a home design plan, the Owner is refusing to pay. Can I file a lien on the property, or on the project that has not started? I am not the GC, just the plan designer.

Providers of "professional services" may also record a lien provided that the professional services provider has a contract with the owner or with an architect, engineer or contractor who has a contract with the owner. Professional services means those engaged in architectural practice, engineering practice or land surveying practice as defined in A.R.S.§32-101. If you do not meet that description, you do not have lien rights. If you do meet that description, you must have sent a valid and timely preliminary 20-day notice, or you do not have lien rights.
