.I am a subcontractor working on a large residential job, I finished my work and the Home owner refuses to pay me.

If you are a subcontractor you are working for a contractor.. its the contractor that needs to pay you. If you are working directly for the homeowner you need to be licensed.. if you are licensed you can file a lien but it must be filed within 90 days of the last day you worked at the site to be valid.
