It is my understanding that a tow company can charge storage fees, but I am not aware of a law that allows an individual to charge someone storage fees. Depending on how long the vehicle is left on your property, you may be able to say it was abandoned and request for title in the vehicle to be changed to you as the recipient of the abandoned vehicle. You should call the DMV and ask them if they can let you know what to do. Otherwise, you can have a tow company come and remove the vehicle. However, I would try very hard to notify the other party before towing the vehicle. You should call a towing company and ask them the rules on towing. Good Luck.
