I hired a licensed plumber to do a job for me in a restaurant but he never did the work I gave him half upfront the only thing he did was get the permit. I tried contacted him numerous times but nothing but lies
If, by "file a claim," you mean file a lawsuit against the plumber, I would say the answer is yes. Whether you should sue him would depend on whether a contract was signed and what the scope of work was. If you are using a different plumber you should update the building permit accordingly.
