Can I continue work on an empty jobsite?

We live in NY and my husband is currently remodeling a bathroom in a home that no one lives in yet. Because of Covid 19, can he continue to work there even though there is a stay home recommendation? He will be working alone, no crew.

It appears that all New York construction work is considered "essential" and can continue during this coronavirus outbreak, at least for the time being.
