If I have not began a small tenant improvement construction project and have not paid anything yet including not turning plans into the City, can I terminate the contract?

You can terminate the contract but you may get sued for breach of contract. If there is a good reason to terminate the contract then your performance may be excused. Sometimes it helps to just ask the contractor if s/he would agree to release you from your obligation to perform. A lot of contractors are busy so s/he may not care. If s/he does care contact a lawyer to see what options you have, and if the lawyer can help you negotiate.
