Can I be charged fees for getting an estimate when I am not told there will be fees involved on getting an estimate?

I have requested a private construction estimate from a contractor. At no time was I told that there would be fees involved in getting an estimate and I didn’t receive anything in writing stating such. Now they have billed me $600. Am I required to pay this?

Generally, fees should be stated or put in writing beforehand. If you weren't warned about a fee for getting an estimate, then it isn't unreasonable to dispute being charged. And, if you didn't receive a benefit from the party charging you, and if you didn't enter into a verbal or written agreement with them, then they'll likely have a hard time collecting that payment since tools like breach of contract claims or mechanics lien rights won't be available.
