can he file a mechanics lien?

I needed to install flooring in my house, one of our friends told us that he can help. He sent a flooring company, they work in our house for almost a month. We gave a first payment of 7000 dollars 50% to our friend. He paid the company 3000 dollars. Our friend never monitor the work, he desapear, we were with the workers in our house every day. Later we found out that they had their own company and they didn't work for this friend of us. they told us that their cost was 6300, so we decided to paid them in full. Now after 15 days that the work is completed he shows up with another bill for 5000 dollars. He has no license, no business. I have no clue why he thinks that he can act like a general contractor with no insurance or bone. Is this legal?

You should consider preparing a letter to mail by certified mail to your "friend" to set out the facts and to request the relief that you want. Your letter should detail the chronology and your concerns for how your "friend" performed (or did not perform), and request the relief that you want. You may consider demanding a refund of any money that did not go the the contractor that actually performed the work.

The legal analysis would start with a review of your contract for the work, and then extend to any communications which have occurred.
