Can deficiencies in benefits on prevailing rate projects be made up by increasing the hourly rates to employees

I am a mechanical subcontractor on a large project in San Diego and currently have union and non union trade workers on the site. The union workers pay package meets or exceeds that which is required. The non union worker make more per hour but the pay on his check is distributed differently so it does not match the required prevailing rate in terms of benefits.
