Can an unlicensed contractor file a claim for payment in court when there is no contract and will it hold in the court?

I am home owner and hired a contractor to extend my deck and build new finished porch over (roof/ceiling) over existing deck. There was no contract signed with him as he is a neighbor and all discussions were verbal. He informed that he is licensed and registered to do construction business. He showed his work's video also. However, after doing deck extension, he started to remove items/work to be done and started behaving very rudely and hence I decided to not continue to work with him after porch framing and ceiling was done. He was paid his fair share according to work performed. He filed a claim in Forsyth County Magistrate court for $4500 claiming he completed with work and I am not paying his dues.
