Can an architect file a mechanic's lien on my property?

An architect created designs for a project in my single family home. He never provided any quote for fees or pricing. After a couple months of discussion I decided to end the project verbally and via email. He then sent me a bill for his designs 4 months later with prices I never agreed to. I asked for clarification on the pricing and he never responded. Now, 8 months after he last created a design for us he is threatening to place a lien on my property. No physical work has been done on the property. He only created designs. And it has been 8 months since the last designs. Can he truly place a mechanics lien on my property or any other type of professional design lien? Thank you.

Generally a constr. prof. looses his lien rights 4 months from his last work on the project. RA
