Can a sub's sub file a lien in Florida?

I'm a GC working directly under contract with the owner. I subbed out to a GC and I manage the GC hired. The subbed GC did not pay a roofer and the roofer has filed a lien on the home in Pinellas County, FL. Is this allowed for a sub's sub to lien without any contract with the owner or Prime GC (myself/JBF)?

Yes. Under Chapter 713, Florida Statutes, a sub-subcontractor can file a lien. You will also want to make sure the sub-sub served a notice to owner. If not, then the roofer likely does not have lien rights.
