Can a repair shop retain the vehicle following a mechanics lien instead of selling vehicle

Customer brought the car in for repair. Customer made aware of diagnostic fee and signed initial contract. After finding out the cost of the repair ie replacing the transmission customer could not afford repair. Numerous attempts to contact customer have been to no avail. Contacted the finance company who has a current lien. Finance company initially was in favor of repair. Finance company came back to say they would not pay for repair due to the age and value of the vehicle. I informed them of the impending fees I.e diagnostic fee and storage fees as the vehicle is still on the premises and mounting daily. Currently no repairs have been made just diagnostic and storage fees. Finance company refuses to pay those fees. Still no contact from the owner.
