Can a mechanic clean be put against a New property owner

I am a realtor, We hired someone to pump and certify a septic tank, He said the tank needed repair work we had a second opinion and was told that he was lying and the septic tank was pumped and certified now he wants payment, The proper use closed and now he is threatening to put a lien on the new owner Can he do that

Most states hold the new owner responsible for work done prior to change in ownership. Did the original contractor do any work for which he was not paid?

If the septic tank was already pumped and certified, it doesn't seem like the 1st guy did any work to lien for, in which case the lien would not be valid. I would recommend having a strong letter written to the 1st guy by an attorney advising him not to file a lien or you'll hold him responsible for damages and report him to the appropriate agency.
