Can a lien be filed on a property if the homeowner decide to cancel due to not being able to reach contractor?

Signed a contract for a fence, paid 1/2 of the amount as a down payment. It's been 6 months and nothing was installed yet. They cancelled installation twice due to no materials. Now the phone number doesn't even go to the office, all i get is this user's voicemail is not set up. Not answering emails. i will dispute the cc charge for the deposit since i can't reach them. Can they place a lien on the property if i do that?
