It appears that all Alaska public works projects which exceed $25,000 in price will require prevailing wages to be paid. Any time prevailing wages are required, certified payrolls will also be required - but, I'm not entirely certain whether it works the other way around. Though, I think you're right to assume that certified payrolls are generally a strong indicator that prevailing wages should be paid on the job.
With that being said, I'm no expert on Alaska's prevailing wage laws and requirements. So, it may be helpful to consult with a local prevailing wage expert to see if they have additional insight on whether they should be paid on the job.
