Can a day laborer for a roofing company file a lien on the home owner when he had nothing to do with the home owner?

OregonMechanics Lien

We have an issue with a guy who did work for our company. He is not an employee or a subcontractor. The best description would be day labor. Anyway, He is all upset and thinks he wasn't paid enough and has served the home owner an "Intent to Lien" paper. I have real doubts about the validity of this paper. I don't think it was filed with the court but on the chance it was we need some information. We have no idea what he's claiming beyond what he's said because only the home owner got the paper. The contract for the roof was between the customer and the company. It has nothing to do with the roofer himself. I guess my real question is can he do this? And what are the requirements if he can? Thank You
