Can a customer force me to sign an unconditional waiver in NYS or NJ prior to actually receiving payment?

A contractor wants me, (a subcontractor), to commit to sighing unconditional waivers before I actually receive my payments. I know that this is illegal in some states and I want to know what the law is in NYS and NJ.

In NY, the release is not enforceable unless payment is made to support it. New Jersey appears similar. But the safest way to do it is to write the words "Subject to payment" at the start of the release paragraph.
