Can a contractor refuse delivery of materials paid for by a client if the client is disputing a subsequent invoice?

In a cost plus agreement cost over runs are exceeding estimate and some materials are delayed for bathroom renovations. As a result the client has decided not to proceed with further demolition of the kitchen as well, and is refusing to pay an invoice for management, planning and ordering.
