Can a contractor file a mechanics lien on a jointly owned property without notifying both owners?

West Virginia

I am co owner of property and the other co owner had a ditch dug and piping put in without my knowledge or approval and then that owner was invoiced to his corporation more than the agreed upon verbal price and has advised the contractor that the price invoiced was not what was discussed prior to being invoiced and there was no written contract. A mechanics lien has been placed on the property. Can the lien be placed on the property without me being notified also?
