I am construction project manager and provided architect / engineer contract preparation / review services, reviewed drawings and city plan check comments. Also planned construction schedules and cost forecast, and coordinated increase in electrical service to site.
It's a little dicier than a regular contractor filing a lien. But, yes you can probably file a lien and perhaps even foreclose on it. This isn't a 100% settled area of law, but it's generally optimistic. You'd also have your regular breach of contract actions. A construction attorney can help you explore your options.
