Can a condo owner in city of atlanta be his own general contractor for work done entirely within the condo?

The Owner Provision—O.C.G.A. §43-41-17 allows for an owner to construct a building or structure on his own "property". Does "property" extend to a condo? City of Atlanta owners affidavit for being their own contractor states "said property is zoned and will be used as a single-family residential structure". Is this affidavit legally correct OR is City of Atlanta breaking the law or the owner's provision in the code since the code does not explicitly define "property" as "zoned for single family residential structure".
