Can a company that worked on a suspended license file a Mechanics Lien?

I only have a estimate sent to me by the contractor that I signed but the contractor did not. I had previously checked the ROC for their license and they had them. Weeks later when I was sent an estimate, the contractor listed the ROC license numbers but I found out after I signed and they had already started work that their license had been suspended. They drywalled over the plumbing break in question so I don’t even know if the work was actually completed, besides the fact that it was completed by a worker who is not a licensed plumber. I have not had them back because of their actions and shady tactics. Can a company that does work on a suspended contractor’s license have the ability to seek a Mechanics lien?
