CA Conditional release signed and paid but contractor will not sign unconditional

We are a subcontractor who is being required by the general contractor, who we have a contract with, and our payment is being withheld until we have an unconditional waiver from our subcontractor. We have a signed conditional release from our subcontractor and the canceled check for that release but the sub is refusing to give us an unconditional for the that payment and our general will not accept those documents as proof of payment. Are these 2 documents together sufficient to serve as an unconditional release, are there any statutes for this?
