Authority to place a mechanics lien

We hired a general contractor to rehab a home. An electric company with whom we never had contact put a lien on the home with no notice. The electric company says they had a verbal contract with somebody (but are not sure who that person is) to do over $10,000 of work on our home. The general contractor says he did not authorize the work of the electric company or receive any quotes for the work. The electric company says the account for our home is under the name of our property manager. The property manager says he did not authorize the work or receive any quotes, either. The electric company cannot produce the original quote they say was approved by somebody verbally or prove they sent it to anyone. Some sort of work has been completed, but either nobody "remembers" authorizing the work or the work was never authorized. The general contractor knew that some work was being done but didn't stop the work. What authority or law gives the electric company the ability to put the mechanics lien on our home?
