Under § 713.135(d) of Florida's mechanics lien statute, a Notice of Commencement must be filed in order for a contractor to apply for a building permit when the job exceeds $2,500. Thus, if the job does not exceed $2,500, a contractor does not need to file their Notice of Commencement in order to obtain a building permit.

Matt's correct here. Additionally, § 713.02(5) notes that "Any improvement for which the direct contract price is $2,500 or less shall be exempt from all other provisions of this part . . ."
This means that on Florida projects of $2,500 or less no NOC is needed prior to a lien filing.
