Are we essential!

I am an equipment operator working in Georgia at the infinite energy center installing an underground retention pond at the moment. The county the business is in just issued a shelter in place and close of all nonessential business. Our company is mostly Heavy Civil construction and I am asking if you think we need to be open or closed?

It doesn't look like Georgia has a statewide stay at home order in place, at least not yet. So, there's no statewide instruction as to what's considered "essential" business. Note, though, that a number of Georgia counties have issued their own local orders, so it'd be crucial to seek out information on whether the counties you work in have provided any guidance there. With that being said, public works, utilities, and city infrastructure have been deemed "essential" just about everywhere across the country. This is especially true where the work is needed to keep citizens safe and with all the necessary amenities. So, assuming your work will be essential is likely a safe bet if it's necessary to move a public project forward. Ultimately, though, it'd be wise to reach out to your project manager or the public agency in charge of the work. They may be able to provide specific guidance. Further, it'd be smart to keep an eye out for announcements on the local, state, and even federal levels to see if anything changes.
