I am a subcontractor who complete a job in OR for a GC. I do not have a license in OR and now the GC does not want to pay me for work completed.

You need to consult with an Oregon lawyer. Many states, including Arizona, will not allows unlicensed contractors sue or record a lien for services provided that required a license.
