Are scanned lien waivers enforceable or do they have to have the original?

My company is in the construction industry. We are often asked to sign unconditional waivers saying we received a check, when we actually do not have it in our possession, for them to release the check. We offer to sign a conditional waiver to allow them to release the check and will be happy to sign the unconditional waiver once payment has been received. Is a scanned copy of the unconditional waiver enforceable or are we protected until they have the original? I don't see how they can force us to sign a document saying we have payments we don't have. And does this vary by state? We do business all over the US.
