Are architects or engineers, acting solely in a design and engineering capacity on public works projects in California, required to register with DIR and are they subject to prevailing wage requirements? thank you. I have come across several design contracts for public works projects that identify Architects and design professionals as consultants and therefore require that they comply with applicable prevailing wage laws... but I understand that the work performed by design professionals is exempt or not included in the DIR definition or listings or work.
