There is a building being constructed on my street and I'm wondering if it is legal to do so during corona virus regulations?

Residential construction can continue under California's stay home order. To quote the state's guidance on essential businesses "Construction Workers who support the construction, operation, inspection, and maintenance of construction sites and construction projects (including housing construction)" can continue.
