Consulting with a construction lawyer, particularly one familiar with construction law in New Brunswick (or at least Canada, as a whole), might be a good idea. They'll be able to review the rights available to you on that project, and they can help decipher how to bring a claim against that bond. With that being said, a local attorney might be able to at least help to interpret the bond claim and ascertain what's being required under the bond - regardless of having experience with construction law north of the border.
