Prevailing wage laws create a sort-of minimum wage for publicly or federally owned construction projects. The rate looks at the total value of the worker's received benefits, including pay, fringe benefits, etc. Still, prevailing wages create a minimum. That means if a worker is making more than the associated prevailing wage (i.e. the minimum), then prevailing wage laws shouldn't be all that relevant to the particular worker.
With that being said, I'll be the first to admit I don't have any experience with Massachusetts' prevailing wage laws. For help there, contacting a local lawyer might provide some clarity: Top Massachusetts Construction Lawyers. Further, these resources from the state should help: (1) Massachusetts Prevailing Wage Law for Contractors; and (2) Massachusetts Prevailing Wage Law for Workers.
