Am I entitled to know how much I'm spending on counter tops?

I wanted to know the allowances for my counter tops but they won't tell me. They said to pick a material and then they will tell me how much more it will cost but not sure I willknow what to pick if I don't know how much I have "down" already.

It is generally not reasonable for a party to withhold information such as the general or current allowance for materials built into a contract. In some cases, however, there may not be a specific line-item for certain materials and, rather, a lump-sum for certain groups of things that can influence each other. For example, a contract may have a set amount earmarked for kitchen fixtures, and the choice of cabinet finishes can impact the amount applicable to counter tops. A reputable party should work with an owner, however, to set and see the budget impacts of choices, and make sure that the property owner is provided the information needed to make reasonable and intelligent decisions with respect to fixtures and other expenses.
