After a fire the property owner was sent to the hospital and fire marshall ordered us to board up and fence the home.

I am the GC on a site of a fire that the Fire Marshall authorized in writing a board-up and fence of the property. Am I able to put a lien on this property since I have incurred an expense of over $10,000 ? Home Owner was unable to sign. Fire Marshall signed the authorization.
