I am a homeowner in Pa. I hired a contractor without a contract that abandoned the job and left me with unpainted walls flooring ceilings my staircase not completed and removed locks off my front door (took them with him to match) and said I’ll let you know when I’ll be back. It’s been 4 months. After 4 months he is requesting the $3000 balance owed to him (I already paid him $3400. I told him he left me unfinished abandoned the job I never heard from you leaving me to find an alternative way to finish the work and would not be paying him the balance. He’s said he’ll see me in court. I don’t believe he is licensed and there was not contract. What can he do? I don’t not looking for the money I paid back he did do some work but I don’t want to pay the balance. I feel as a widowed senior he took advantage of me and left me a huge problem of unfinished work
