A sub contractor called loggers to remove trees. He was paid to get permits to dev raw land. Why did owner get cited?

I have been the only one cited for sins of loggers and a rogue contractor. Code enforcement saw them in the act. With all their big equipment and obvious knowledge of the law, why were they not cited. I knew nothing of the intent to illegally harvest trees and got no compensation. I received 10 related citations and a court date for June 27, 2022. This is a nightmare.
