A contractor is refusing my final payment, threatening me with a mechanics lien if I don't pay him $1500 extra

What do I do if a contractor does not show up to sign a lien waiver and recieve his check. I arranged a meeting at a local bank for notarization of lien waiver and exchange of final check. He did not show up. What now? He has been very shady and that's why I chose a public safe place with cameras.

There are numerous potential outcomes here, so you probably need to wait out the situation to see what the contractor does. You cannot force him to accept what you believe is the final payment amount. If he places a lien on your property, then you can contest it. If he lets the applicable time period to do so expire, then he will have lost the right to pursue a mechanic's lien with respect to your property (although he could still presumably sue you for what he alleges is the balance due).
