Jessica received a B.S. in civil engineering from George Washington University and worked as a project engineer, completing storm water and sanitary sewer design, grading plans, erosion and sediment control plans, and pavement design.
She then received a M.A. in international politics and a J.D. from American University. After law school, Jessica spent eight years with Fox Rothschild, LLP in their government contracts litigation group. In that capacity, she has litigated cases across the United States and the world.
In 2018, Jessica ran for her first elected office position winning a seat on the Anne Arundel County Council. She is currently serving her first term, which ends in December 2022. She also serves as the legal counsel to the Maryland State GOP.
From there, Jessica transferred her practice from DC to Maryland and founded JVH Law, LLC. She continues to handle contract negotiations as well as federal and state claims litigation for changes, differing site conditions, delay damages, time extensions, defective specifications, cumulative impacts, and numerous federal government contracts issues under the Federal Acquisition Regulation and relevant statutes. She regularly represents clients in various courts and boards of contract appeals including the Armed Services Board of Contract Appeals (ASBCA), the Civilian Board of Contract Appeals (CBCA), and the Maryland State Board of Contract Appeals (MSBCA).
