In Texas, subcontractors and suppliers (those who do not contract directly with the owner) must deliver a Residential Notice to Owner to the owner and original contractor. Delivery of this preliminary notice is a requirement to preserve their right to file a Texas mechanics lien if unpaid. The notice must be delivered whenever work has been completed, and unpaid.

This notice is due on the 15th day of the 2nd month after the unpaid work was performed.

This form was prepared by construction attorneys to meet the requirements in Texas Mechanics’ Lien Law, V.T.C.A.. Property Code § 53.001 et. seq.

Can I file a prelim for an LDS Temple in the American Soma?

Texas law will not apply. If the project is in American Somoa, the local law will apply. So, you should retain a construction lawyer familiar with the mechanic's lien law in that part of the world.

Your question is a bit unclear in its wording, however, it sounds like you may want to contact a collections attorney.
