Rules and regulations for sending a Iowa Preliminary Notice
On Iowa public projects (except for those on highway, bridge, or culvert projects), parties who are not under direct contract with a general contractor must send preliminary notice in order to preserve their right to make a payment bond claim or a retainage claim. Notice must be sent within 30 days of first furnishing.
After completing the Iowa Notice to Contractor Public Project Form, you must deliver it to the appropriate parties required by statute. Notices are typically served on the property owner and, for sub-tier parties, the general contractor. However, depending on the type of notice, it can be helpful to send notices to anyone else who is in charge of your payment, like a lender or surety company on the project.
