We are a masonry subcontractor; we did work on a public school. We billed for retainage on 03/20/20 and still have not been paid. Since then a change order was issued for additional work in August 2020. We last worked on site 08/14/20. Now, we are owed retainage $7,000.00 and change order amount $8,000.00. we are a small electrical company doing work for a General contractor working on a Federal job at Offutt air force base.
We are about 75% done with the job but are having trouble getting paid for the last couple pay apps we’ve sent in.
We are waiting for 1/2 of Feb, all of March and now we’ve billed for April.
The General contractor keeps making excuses and we have paid out for labor and materials out of pocket.
The General contractor does not have a bond on this job but the Main contractor Dyncorp out of Texas does have a bond and they are the ones that pay the general we are working with....Read More

The owner plans on procuring a Payment and Performance bond on the GC but the GC is also including the cost for procuring P&P bonds for each of the subs (to protect themselves) and then wants to pass this cost along to the Owner. I am homeowner in Los Angeles county, using Earthquake Brace and Bolt program and also probably additional foundation work on 1927 house. To protect myself from liens that may be filed against my property-when I have paid contract in full - will a performance and payment bond protect me? How much should it cost? If so, should I additionally get conditional or unconditional lien releases at all payment points in the $10.5K contract? Is is really a law that the contractor must provide me with lien releases for all people, suppliers, laborers, etc. on the job?
