We have a prospect who is a Operated Equipment Rental Business, which does dirt work. We initially thought we may not be able to work with them and they were not not a licensed contractor in California, but they told us that due to the fact that he simply charges by the hour as rental for his equipment (which he operates himself), he is not required to be licensed. He does not submit bids or quotes. H gives a hourly rental rate only.

I am looking for some advice on how to conduct future business in the state of Georgia. We are a GC company in Michigan and have projects all over the lower 48. We specialize in all projects related to the cannabis industry (cultivation, processing, testing, dispensary, etc.). The recent rulings and landscape of the Georgia market in regard to the cannabis industry has made us identify Georgia as a future place of expansion for us. We currently do not have any employees who are accredited in general contracting according the Georgia law. We are looking for a way to obtain a license without one of our current employees becoming accredited. We are curious if we could hire someone who is accredited, or would we have to hire a company? The company I work for is completing out-of-state subcontracting work for a contractor in Spring City, Utah. The contractor is late on payments and is asking us to sign a document outlining the remaining payments, but is trying to leave out various fees/costs.

If a contractor signed a contract where he's responsible for the design and permitting process (for work both within the envelope of the house as well as outside - deck construction) as well as carrying out the work, back in June 2019, only submitted the permit applications to the city in Dec' 2019, and only now received the permits from the city, can he rightfully blame this on COVID and therefore ask the client for more money than specified in the contract due to the increases in construction costs?
