I am an independent commercial truck mechanic. I do not have a signed contract with this customer but i do have a steady history of paid invoices for work with this customer. I recently had them verbally agree to pay a bill on 2 occasions, after the repairs to their vehicle were made they decided to not pay the bill. Is a mechanics lien my best option to recoup my losses (est $4800 before interest applied)

PennsylvaniaI am a siding and roofing subcontractor in Pittsburgh, Pennsylvania. The builder-contractor is not paying me for work that we completed. We finished the work at the end of May, 2021. The homeowner says that they have paid the builder but the builder will not pay us. I need to file a lien. Do I file the lien on the homeowner's house/property or do I file the lien on the contractor's property? Also, the homeowner tells us that the builder signed a lien waiver.
PennsylvaniaI had a new motor Putin my truck by a performance shop. He did it and gave the truck back. He charged 7,500.00 I paid 3,200.00 of it so far. I drove the truck 2 days and the motor started taking coolant and the battery quit charging. I called him. He advised me to bring it back. We have an agreement that I pay weekly payments. I have been paying them. He refuses to fix the problem he caused to the new motor and has now issues a mechanic lien on my truck. Is that legal? Especially since the truck is not fixed?

He made up a bunch of fake invoices to prove his point. How can a partner use a mechanics lien without a written agreement?
