If a contractor signed a contract where he's responsible for the design and permitting process (for work both within the envelope of the house as well as outside - deck construction) as well as carrying out the work, back in June 2019, only submitted the permit applications to the city in Dec' 2019, and only now received the permits from the city, can he rightfully blame this on COVID and therefore ask the client for more money than specified in the contract due to the increases in construction costs?
CaliforniaI'm a restoration contractor who completed work about 3 months ago for a homeowner. The homeowner's insurance adjuster took about 45 days to respond and issue our payment. We then sent the check to the homeowner to endorse but he is now refusing to pay. Can a lien be filed or do we have to pursue our payment in court?

CaliforniaI hired a licensed company I found online for bathroom tile install. The estimator came to the house to give a quote. Everything was done over texting and I hired him. The worker/estimator did all the work. He never gave me contract nor receipt. Job went bad and I have to demo everything. Worker/estimator stopped receiving call. I looked up company on CA state license page and called and turns out this estimator was not the owner but just a regular w2 employee. Owner spoke with his employee (which happens to be a relative) and employee agreed to refund me full about. $3,600. Employee was suppose to give owner check for owner to mail to me. Owner fired employee before receiving check and lost all contact with him. Now owner is saying he has no involvement because there was no contract signed, he was unaware, and his employee went rouge. Owner told me to go after (sue) his now former employee. Do I send demand letter and sue former employee or employer or both?
Found out where employee lives through truthfinder.com. On CA state license board employer has a p.o box. Though secratary state webite that company address is the same as employee.
CaliforniaI hired a GC who specialized in repairing fire damage homes. The original scope of the job was to fix a drainage pipe under the concrete slab. Since then the kitchen had to be torn out and tile floors removed etc... since there was going to be a delay on cabinets i asked if they could work ln the bathrooms. essentially turning into a whole house remodel. My issue is that the GC has asked for payment after completing maybe 30% of the actual work mostly demo and refilling the concrete slab and prepping it for vinyl flooring. My issue with this GC is the amount of time it has taken to complete jobs and tasks and do good work. I have found his workers lazy and did shoddy job on the tile shower and now i find that they didnt prep the floor properly where they cut the concrete. so the floors need to be redone. problem is they already put cabinets down. I want them to redo everything they didnt do right. now this will delay the project further and im just afraid they will do more shoddy work since we arent even finished yet. I have already paid this GC 16k to show him i can pay him. Hes asked for more payment but I have refused it until all jobs are completed and inspected that everything is done properly. After 3 months of watching how lazy and time wasting they are only to do a shoddy job with tiles not to mention the countless mistakes with water pipes etc... im now ready to find a new company.... what are my options besides asking him to redo the work?

CaliforniaI did some work on a car for a friend of a friend. While waiting for the guy to come pick up the car and pay me, I found out from our mutual friend that he died. From what I understand, he has no family or heirs. I would like to keep the car as payment for the work I performed. How do I go about doing that? I am not a licensed mechanic and I don't work in a shop. I am a licensed electrical contractor and I did perform electrical repairs on this vehicle. Do I file a mechanic's lien or ??? Not sure how to proceed.
CaliforniaThe deadline to enforce the Lien is due in 4 days. My question is that if we do nothing does the lien stay on the records or do we have to cancel the lien.
CaliforniaWe are filing a mechanics lien in NY, but we don't have a presence there directly, but in New Jersey. We have learned that the NY lien claim must include an address of a NY attorney upon whom service can be made to the lien claimant. Is there a service that provides a NY attorney that does this service every day at reasonable rates? Is there a recommended way to do this? Just select an attorney that advertises mechanics liens?
CaliforniaWe filed a prelim for our project at Vulcan and there is an incorrect address under "Direct Contractor". The person who lives at the address is requesting us to release them. We have been told by Levelset that we are at risk amending our prelim as the deadline has passed. Please advise how I can resolve this problem?
